Section 11(b)

11. Any person charged with an offence has the right to be tried within a reasonable time.

A stay of proceedings is the minimum remedy for an infringement of s.11(b) because the court has lost jurisdiction to proceed: Rahey v. R., 1987 CanLII 52 (S.C.C.), [1987] 1 S.C.R. 588.
